Emissions Test Requirements for Government Fleet Vehicles

There have been several changes in the requirements for emissions testing of fleet vehicles under the new Gateway Vehicle Inspection Program (GVIP). The GVIP contractor, Worldwide Environmental Products, Inc. (Worldwide), will administer, and track the compliance with, the government fleet vehicle requirements. Fleet operators must now submit applicable vehicle data to Worldwide rather than to the Department of Natural Resources. Vehicle requirements as well as methods of submittal are described herein.

The Missouri Code of State Regulations 10 CSR 5.381explains the emissions test requirements for all vehicles. Government fleet vehicles must meet the same testing requirements as private motorists. Section (4)(F) of the rule requires that each federal, state, and local government agency submit a list of vehicles operated by the agency, that are required to be emissions inspected during each calendar year. Government agencies must submit this list of vehicles, by VIN, to Worldwide by February 1 of the calendar year they are required to be emissions tested in. If the first is not a business day, or if it is a state holiday, the list must be submitted to the Worldwide by the following business day.

In order to track government fleet compliance, Worldwide will audit government fleets by comparing the lists of submitted vehicles to the database of all vehicles inspected under the GVIP program. Worldwide will provide fleet compliance reports to the Department of Natural Resources - Air Pollution Control Program (DNR-APCP). Staff from DNR-APCP may also visit the agency as part of the audit process.

Information Submittal Process

Worldwide will send out data for all fleet vehicles subject to emissions testing. This mailing will be sent to the last known contact person for each fleet, as supplied by the DNR.

Fleet operators may then submit their agency's vehicle data in one of several ways:
  • Via e-mail, with attached paper report or electronic Excel® spreadsheet
  • Via regular mail, with attached paper report or electronic Excel® spreadsheet
  • By Faxing the paper report
Fleet operators should supply the vehicle data for their fleets within 30 days of receipt of the letter. The current calendar year is an even year, so fleet operators may submit information for only their even model year vehicles, if that is more practical. Information for odd model year vehicles will be due in odd years.

The Excel® spreadsheet template may be downloaded from this website if desired. The vehicle data may be entered electronically and supplied to Worldwide electronically via email or CD, or this template may be printed, with the details for fleet vehicles entered manually on the paper form and provided to Worldwide by regular mail or by email.

Each year's data list should include vehicle identification number (VIN), vehicle year, make, model, plate number (if permanent), fuel type, GVWR, and an indication as to which vehicles, if any, were added or removed from the fleet. Agencies may also request that their agency name be removed from the Worldwide database if they no longer have fleet vehicles that require emissions testing.

Keep in mind when entering VINs that vehicles have 17 digit VINs. The alphabetical characters "I" and "O" and "Q" are not allowed. If these characters appear to be present, they are actually numerals one or zero. Be careful as a letter "S" and the numbers "5" and "2" are often confused.

Summary of GVIP Fleet Testing Requirements

  • 1996 and newer gasoline powered vehicles less than 8501 GVWR are required to be tested
  • 1997 and newer diesel powered vehicles less than 8501 GVWR are required to be tested (NOTE: Diesel testing is a new requirement for the GVIP program)
  • Even model vehicle years are required to be tested in even calendar years
  • Odd model vehicle years are required to be tested in odd calendar years
  • Includes vehicles owned or leased by federal, state and local government agencies that are operated primarily within the GVIP area
  • Includes vehicles operated on federal installations within the GVIP area regardless of where the vehicles are registered.
  • Includes employee-owned or leased vehicles, vehicles owned, leased or operated by civilian and military personnel on federal installations, as well as agency-owned or operated vehicles.

Fleet vehicles exempt from emissions testing

  • Light duty gasoline powered model year vehicles and trucks manufactured prior to 1996
  • Light duty diesel powered model year vehicles and trucks manufactured prior to 1997
  • Motorcycles and motor-tricycles
  • Vehicles which are powered exclusively by electric or hydrogen power or by fuels other than gasoline, ethanol (E10 and E85), or diesel
  • Motor vehicles registered in an area subject to the inspection requirements of sections 643.300 to 643.355 which are domiciled and operated exclusively in an area of the state not subject to the inspection requirements of sections 643.300 to 643.355, if the vehicle is granted an out of area waiver
  • New and unused motor vehicles, of model years of the current calendar year and of any calendar year within two (2) years of such calendar year, which have an odometer reading of less than six thousand (6,000) miles at the time of original sale by a motor vehicle manufacturer or licensed motor vehicle dealer to the first user
  • New motor vehicles that have not been previously titled and registered, for the four (4)-year period following their model year of manufacture, provided the odometer for such motor vehicles has fewer than forty thousand (40,000) miles showing at the first required biennial safety inspection conducted under sections 307.350 to 307.390, RSMo
  • Motor vehicles that are documented at the time of the safety inspection with fewer than twelve thousand (12,000) miles between biennial safety inspections
  • Historic motor vehicles registered pursuant to section 301.131, RSMo
  • School buses
  • Tactical military vehicles
  • Visitor, employee or military personnel vehicles on federal installations provided appointments do not exceed sixty (60) calendar days
